한전, 2030년까지 새만금-수도권 간 HVDC 완공 목표 ‘서해안 HVDC 에너지 고속도로’ 건설 속도 낸다! KEPCO Accelerates Construction of ‘West Coast HVDC Energy Expressway’ with Aim for Completion of Saemangeum-Capital Region HVDC by 2030!

 한국전력(사장 김동철)은 ‘서해안 HVDC 에너지 고속도로’ 건설 사업에 본격 착수하며 미래 전력망 구축을 가속화하고 있다. 이 사업은 서해안 일대에서 생산되는 대규모 해상풍력 등 재생에너지를 수도권 등 주요 수요처로 이어주는 4개의 초고압직류(HVDC) 송전망을 2038년까지 단계적으로 구축하는 프로젝트다. 특히, 새만금과 수도권을 연결하는 첫 번째 구간의 완공 시점을 애초 계획보다 1년 앞당겨 2030년으로 잡았다.

한전은 지난 3월 초 해저케이블 경로에 대한 설계 절차에 돌입했으며, 지난해 8개 변환소 건설 부지 선정을 마쳤다. 경제성, 시공성, 에너지 안보 등을 종합적으로 고려해 HVDC 송전망을 해저 케이블로 건설하기로 최종 확정했다.

기존에는 9년 이상 소요되는 HVDC 송전망 건설 공정을 혁신해, 기본설계 기간을 연내 단축 완료하는 등 신속한 사업 추진을 목표로 하고 있다. 내년 초 해저케이블 공사 발주 및 계약자 선정을 앞두고 있으며, 해양조사를 한전이 사전 실시하여 제조사들이 즉시 케이블 생산에 착수할 수 있도록 환경을 조성하고 충분한 시공 기간을 확보할 방침이다.

아울러 해저케이블 시공에 따른 어업 지역의 영향을 최소화하기 위해 어민 지원을 확대하고, 사업 인허가를 신속히 완료하기 위한 정부 및 지방자치단체와의 협력 체계도 구축하고 있다.

국내 케이블 제조사와 협의체를 구성해 대량 생산 능력을 확보하고, 초대형 포설 선박 등 건설 장비 도입도 진행 중이다. 한전은 이를 통해 ‘국가 핵심 전력망 적기 구축’과 ‘국내 HVDC 산업의 신(新) 사업화’를 동시에 달성하겠다는 목표다.

한전은 이번 사업이 대한민국 전력망의 미래 방향을 제시하는 상징적인 프로젝트로서, 1단계 완공 목표인 2030년 달성을 위해 모든 역량을 집중하겠다고 밝혔다.

KEPCO(President Kim Dong-cheol) has officially commenced the construction of the West Coast HVDC Energy Highway, accelerating efforts to build the future power grid. This project plans to progressively establish four ultra-high-voltage direct current (HVDC) transmission lines by 2038, transporting vast amounts of renewable energy, including offshore wind generated along the west coast, to major demand centers such as the Seoul metropolitan area. Notably, the first segment connecting Saemangeum to the metropolitan region will be completed by 2030—one year ahead of the original schedule.

In early March, KEPCO initiated the detailed design process for the submarine cable routes and had completed site selection for eight converter stations last year. After comprehensive evaluation of economic feasibility, constructability, and energy security, it was decided to build the HVDC transmission network primarily using submarine cables.

To speed up the typically 9-plus-year HVDC construction process, KEPCO is innovating project workflows to complete the basic design phase within the year. Plans are underway to issue the submarine cable construction tender and select contractors early next year. KEPCO will also conduct marine surveys in advance so that manufacturers can begin cable production immediately upon contract signing, thereby securing sufficient installation time.

Additionally, KEPCO is expanding support measures for fishermen to minimize the impact of submarine cable installation on fishing areas. It is closely cooperating with government agencies and local authorities to expedite project permits and approvals.

A consultative body with domestic cable manufacturers has been formed to secure large-scale cable production capacity, and the introduction of extra-large cable laying vessels and other construction equipment is in progress. KEPCO aims to simultaneously achieve the timely establishment of the national core power grid and the new commercialization of the domestic HVDC industry through this initiative.

KEPCO emphasized that this project represents a symbolic milestone that will guide the future direction of South Korea’s power grid, committing all its capabilities toward the ambitious goal of completing the first phase by 2030.
