경남 통영시 산양읍 연대도 일원 갯바위 생태휴식제 운영구간 변경 시행! Changes to the Operating Section of the Gaetbawi Ecological Rest System in the Yeondaedo Area, Sanyang-eup, Tongyeong-si, Gyeongnam Implemented!

 국립공원공단 한려해상국립공원동부사무소(소장 강창구)는 2026년 4월 13일부터 경남 통영시 산양읍 연대도 일원의 갯바위 생태휴식제 운영구간을 변경한다고 밝혔다. 이번 조치는 해양레저 활동 등으로 훼손된 갯바위의 자연 회복과 지속 가능한 관리 강화를 목적으로 시행된다.

갯바위 생태휴식제는 훼손된 갯바위를 휴식구간과 체험구간으로 구분하여 관리하는 제도로, 휴식구간은 출입 통제를 통해 자연적 회복을 유도하며, 체험구간은 낚시인식 개선 활동을 중심으로 관리된다. 연대도 지역은 지난 3년간 운영 결과 휴식구간 내 폐납, 해양쓰레기, 생태계 훼손 등이 ‘경미’ 수준으로 유지됨과 동시에 생물종 다양도와 서식밀도 측면에서 체험구간 대비 최대 164% 우수한 성과를 보였다.

이에 따라 향후 3년간(2026년 4월 13일~2029년 4월 12일) 휴식구간과 체험구간을 교차 운영하는 방안을 추진한다. 또한, 2026년 4월 한 달간 계도기간을 통해 출입금지 안내를 강화하고, 이후 출입금지 위반 시 자연공원법 제86조에 따라 20만원 이상 50만원 이하의 과태료를 부과할 계획이다.

아울러 일부 구간에는 ‘선주 자율관리제’를 도입하여 선주가 직접 환경정화 활동(쓰레기 수거 및 천공복원 등)을 수행하고, 갯바위 이용객 대상 교육을 실시하여 오염 및 훼손 예방에 선제적으로 대응할 예정이다.

The Korea National Park Service, Hallyeohaesang National Park Eastern Office (Director Kang Chang-gu), announced that starting April 13, 2026, the management zones of the rock shore ecological resting program in Yeondaedo, Sanyang-eup, Tongyeong City, Gyeongnam Province will be revised. This measure aims to restore damaged rock shores caused by marine leisure activities and to strengthen sustainable management.

The ecological resting program distinguishes between resting zones and experience zones for damaged rock shores. Resting zones restrict access to promote natural recovery, while experience zones focus on improving fishing awareness and culture. Over the past three years, the Yeondaedo resting zones maintained minimal pollution levels, measured by abandoned fishing gear, marine litter, and ecosystem damage, and showed biological health—species diversity and population density—up to 164% higher than in the experience zones.

Accordingly, for the next three years (April 13, 2026, to April 12, 2029), resting zones and experience zones will be rotated. A one-month grace period for access restrictions will be conducted in April 2026 to raise awareness. Afterward, violations will be subject to fines ranging from 200,000 to 500,000 Korean won under Article 86 of the Natural Parks Act.

Furthermore, a “Voluntary Management System for Boat Owners” will be introduced in certain areas. Boat owners will directly carry out environmental cleanup activities—such as collecting waste and restoring drill holes—and provide education to shore visitors to proactively prevent pollution and damage.

This strategic approach seeks to protect the ecological health of Yeondaedo’s rock shores while balancing recreational use and conservation.
